Strange Reality:USA gets most of it Oil from Canada?

Why is the Canadian Govt allowing Canadian drivers to be "gouged" like this for oil thats produced "one hell of lot more cheaply" in Canada?

An interesting fact about the high price of today's gasoline is that the USA gets most of its imported "oil" from Canada not Saudi Arabia or the rest of the Middle East.Does this mean that Canada is a potential target of invasion by the US Military like Iraq was? Probably not seeing that Canada is a passive but very willing puppet of the American Govt.

Another peculiar point is that Canada,which is not a member of OPEC,nonetheless sells its oil for the same "high price" as OPEC sells its oil! Why is this? Canada obviously has enough oil to meet its own domestic demand but still at the pumps,it is charging,actually gouging Canadians with the same exorbitant gas prices as OPEC! Why is the Canadian Govt allowing Canadian drivers to be "gouged" like this for oil produced "one hell of lot more cheaply" in Canada?

Also concerning the massive Alberta Tar Sands Oil Project,there are major ecological and toxic pollution issues related to oil production in the Tar Sands and it has to be noted that again most of this oil that is being produced is solely for the voracious and gluttonous America market! Where is there any legal stipulation or directive anywhere in Canadian law or in its "Charter" that Canadians have to willing accept and suffer in an environment that has been poisoned by the toxic by-products of the oil & gas industry or the pollution from any other toxic industry?
